"Based in" is the registered address city, which sometimes differs from where a company says it operates. For a detached one- or two-family house, no. Reroofing is classified as ordinary maintenance under the state construction code (N.J.A.C. 5:23-2.7), which means no permit and no inspection, and that has been the rule since 2018. Two caveats: it covers the roof covering itself (shingles and underlayment), so if tear-off reveals rotted rafters or trusses the job turns structural and permits come into play. And attached homes such as shared-wall duplexes do not get the same blanket exemption. One call to your township construction office settles any doubt.
New Jersey requires roofers to be registered as Home Improvement Contractors with the Division of Consumer Affairs. It is a registration (insurance on file, identity verified), not a skills test. That is exactly why an active registration is the floor, not the ceiling, when you compare companies.
